Try the National Foundation for Credit Counseling. It's either free or low cost.

I am using Consumer Credit Counseling Service. I don't know if you would call it free, but a portion of each payment that you send to them (I think $20 a month in my case) goes to them. It's non-profit and very reputable. Their website is www.cccs.net.
