y is a function of x. Rewrite the equation to define y in terms of x:
-3x+y=12
⇒ y = 3x +12
⇒ f(x) = 3x + 12

Function form: usually y is a function of x.
Then you want to put equation in form
y = function(x). In this case, y=12+3x

you would rewrite the problem as y=3x+12

that is because you needed to get why alone, and to do that you move -3x to the other side by adding 3x to both sides

Are you supposed to use function notation?
If so when you solve for y replace y with f(x) (f of x).
f(x) is function notation for a function of the x variable.
