Having the absolute time throughout the military can be very important during military operations. You wouldn't want to get on an island 5 minutes before the Navy stopped shelling it because your watch is off a little.

They use something called UTC (Coordinated Universal Time) so that it is the same time right now everwhere in the world. Where I live, our local time is UTC-5, but UTC is still the basis of what time it is. ☺

Not exactly an organization, but NIST, an operation in Boulder, CO, runs an atomic clock accurate to a billionth of a sec.
