I took my car in to get it checked out because it was leaking some coolant. All I asked him to do was tell me what was wrong and how much it would cost to fix it. Now he is telling me that he has fixed the problem and I owe him almost $500.

Do I have to pay for repairs that I never verbally authorized nor signed a repair order for?

You are dealing with a consumer fraud issue. Many states have consumer fraud laws which require repair authorizations to be in writing. Contact your state consumer agency right away and ask them what your options are.

no- he has no written authorization to perform the service.
A friend of mine was out of town, while at the same time getting bids on cement work...his neighbor called him to say that a guy was repairing the sidewalk- had he accepted a bid ?
friend said -no-...when he got home the guy tried to get $700.00 from him: he said show me the authorization or leave.

Ask him for a copy of the authorization to do the work. Call the police and have them with you when you go to retrieve your vehicle.
