I'm wondering what is the meaning of having freeway bars on a motorcycle? does all the bikes should have one? what should I consider before buy one?

Highway bars, aka engine guards.
They may help protect your engine in a low speed crash, or a parking lot knock-over.
They make a great place for an extra set of pegs to strech out on on the highway. Some have the pegs built in.
They make a decent spot for extra lights.
If you want extra chrome, it's a good start.
Not all bikes should have one. Sometimes they seem out of place.

Buying and installing one is personal preference.
I leave the consideration up to you.

We're talking about two different things here. One is a set of bars that go around the engine to protect it in case of a spill or crash, called sometimes 'engine guards' or 'crash guards'. The other is a set of auxiliary footrests.

Some motorcycles, the relationship between the footpegs and seat is not optimum. Sometimes the seat is fairly low and the footpegs are too close, so your legs are bent at an angle that is uncomfortable--maybe not at first but after a few hours. So some bikers like to have another set of footpegs mounted forward, towards the front of the frame. On the highway you stretch your legs out to them and it makes the bike more comfortable for a long ride. That's what 'freeway bars' are. Of course there is a very small sacrifice in safety since you have to move your feet now to shift or use the rear brake (but in an emergency you're going to use the clutch and front brake).

Harley Davidsons and 'cruiser'-style bikes have forward footpegs to start with, which makes them a little nicer for long rides. On some of these bikes, though, you're sitting on your tailbone, and that's not comfortable either.

They're
a) for putting up your feet when cruising at highway speeds
b) incorporate an engine guard that'll keep your engine from getting scraped if your motorcycle falls at low speeds

If your motorcycle is never going to fall over, then there's no reason to have 'em. Also, some full-faired models, like racing replica sportbikes, don't have a good place to put 'em.

I think it depends on what kind of bike you have. if it is the sporty one you might not want to put them on if it is a touring type absolutely on mine I have bar and highway pigs. If you go down it keeps the bike from dropping on your legs I like that I have had them go down before and they work

To protect the engine of the bike, incase accident, also great to mount pegs on to hold your feed for long trips

most people call them crash bars.....they will protect the engine if it gets laid down.....
