Has United states´southwest area fertile soil???

the area contains these states: Arizona, New Mexico, Texas and Oklahoma...

Depends on where you are, but most of it is so dry that the point is moot. East Texas is wet and is blackland soil - very good. North Central Texas is pretty good with less rain. Panhandle and west Texas are pretty bad. New Mexico is pretty bad. Arizona has land that if irrigated is productive, but they have so little water it is hard to do that. East Oklahoma is fairly good farm land where it is level.
