Actually America is not a democracy. Its a republic. Remember your pledge of allegiance? To the republic for which it stands. Atricle 4 section 4 of the Constitution. There is a very important difference. Read up on it!

That being said. Executive orders don't require congressional approval. Every time the president issues an executive order that pretends to make law for 300 million people, it is 100% unconstitutional. Then again so is a lot of stuff our government gets away with...

God Forbid -- he can't do that it is against 23 rd amendment to the the constitution of the US.

It would take a majority vote from Congress to change that Amendment and I don't think there is any one even in Congress willing to do that.
