School administrators have five possible alternatives: 1. Conduct a low profile search of the exterior grounds and public areas of the building. 2. Conduct a comprehensive search having all staff search their work area, in addition to the grounds and public areas so the entire building is covered. 3. Search with partial evacuation. 4. Evacuate after searching or 5. Evacuate immediately.
The first and second options include a "lock-in." Schools typically only chose this route when the seriousness of the threat is at question. It is a risky route to take, but schools typically only do this because every threat has to be taken seriously, and these options deter students from calling in fake threats just to get out of class. If a threat is known to be true or highly believed to be true, there is no question that the school will evacuate.

I'm pretty sure if there is a bomb threat they get the kids out of the school. Locking them in would be foolish because if there was a bomb they would all blow up, so to speak.
I know that schools do lock students in the classrooms if somebody is in the school with a gun etc. The reason for that is so that the person cannot get into the classrooms where the students are.

My schools never did ANYTHING when there was a bomb threat, because they always assumed it was a fake--even when it made it to the news and all the parents and kids knew!
However, when schools do lockdowns, its so they can keep an eye on all the kids at once while professionals search the school for bombs--and they just hope that, if there IS a bomb, its not where the kids are.

Schools only do that when they have a good idea about who placed the call and it was done by a student who does not wish to take a test or something of that nature. The reason they do a lock down in those cases is to minimize the down time and also to protect the kids from extreme weather conditions, etc.

they evacuate kids when there is bomb threat ,but when there is somebody that has not checked with the office at school or there is a gun threat the have lock down. lock down is when kids get under the desks and hide themselfs and turn off the lights.

what if some psycho calls in a bomb threat just to see kids pour out of the school? Meanwhile, he's sitting in the bushes across the street with a sniper rifle waiting for the target practice to begin?

Because if they are roaming around the halls there could be a guy with a gun. If they go outside there would probably be some people with guns waiting outside. They lock the kids in the room, call the police and get it all figured out. Sometimes if they know it's safe they bring the kids outside though.

It's called a lock down, the teachers and police need to ascertain the situation and control the students and their safety. They cannot let hundreds of minors just run into the streets.
For the student's safety, teachers lock classroom doors until the police know how to deal with the situation. My school recently had a gun scare and for their safety, we were on lockdown for 3 hours. The child's parents were called, he was arrested and gun removed. Then we were able to open our doors and children went home. It's for their safety.

they evacuate a school immediately if there is a bomb threat. so that no one is harmed. they only have a lockdown if the threat is outside, like a murderer that escaped from jail or something like that.

Population control. If the kids got out, they wouldn't die in the explosion and there would be too many of them being fruitful and multiplying. Such measures are necessary for the good of society, since a Malthusian catastrophe, particularly in this country, isn't about to occur anytime soon.
