When someone of power says " hello governor" to you in what context should I take it?

I do realize it's from the movie My Fair Lady....I just haven't the patience to sit through the drivel.

hello guvner is a term of friendliness used by guys

It's a kin to hello mate , or whats up lad

He's being friendly and probably trying to let you know he 's alright
