Goat's milk is not made into infant formula, but it comes in a carton or jug like cow's milk. Most health food stores carry it as do many regular grocery stores. I have provided child care in my home for 20 years. Several years ago I cared for a child who had some trouble with drinking cow's milk so the doctor suggested goat's milk. They found it at most large grocery stores. She grew out of the cow's milk problem and stopped drinking the goat's milk. It is in the same case as the cow's milk at the grocery store I shop at and I always think of that little girl whenever I see it.

Most of the goats milk in California that you can get at the market is undrinkable. Ultrapasteurized. It's nasty.
I would try to find a dairy goat breeder in your area.
