It's taking place in pretty much every country that allows it and has decent funding for it.
As for the Korea thing, he actually did manage to clone a dog (even though a lot of the other claims were false).

I have heard that Libya was involved in an animal cloning process. They seem to think that somehow they are separate from the rest of the world. Not sure if that answers your question though.
