I think I saw one and it's fin looked cut off.

Yes they can be. Nine times out of ten it is due to encounters with other white sharks. They can be rather rough when it comes to breeding and just being social. Ever so often one will be injured due to poor fishing practices, but like I said it is mostly due to other fish.

I have seen white sharks with huge chunks or even the tip missing, but if a shark was to lose the entire fin they would not last long. But they can survive with it greatly damaged.

Yes, actually they can. Sharks or Cartilaginous fish are made out of cartilage (the stuff that's in your ears and nose), and it is very easily damaged. Alot of the times, boats use there propellers in a no-wading zone, which cuts the top of the fin, if the shark is to close. Also it can be injured when fighting with another shark.
