That says that all Federal and State bills, writs, or whatever written political agendas should be in language that an eighth-grader can understand? Instead of now where the bills are written with ambiguous remarks and yes means no and vice versa?

probably. most of those guys should be wearing white wigs. no one talks that way anymore. there are already enough laws, maybe too many, but these guys have to keep their jobs, or else they would have to work like everyone else, so they keep inventing new laws and reforming old ones. they use that language to confuse the public into thinking they are actually doing something. in the meantime, these indecisive bastards keep the country in limbo, arguing amongst themselves, while the country goes down the tubes. our government needs an enima.

Actually English at 8th grade level would be much better than the average literacy of Americans. Right now the daily newspapers are about at the 4th grade level.
So I doubt most average Americans would understand the bills even at that level.
I think the language is as obtuse as it is because most politicians are lawyers. The "english" in these bills isn't very good.

I think it is written in precise language because our system uses common law. Meaning, a judge gets to "interpret" the law and the spirit in which it was written. That is why it is so detailed and thus so hard to read.

doesn't;t matter because 99% are never voted on by anyone except congress. I do think there should be a law dis allowing non relevant riders to be attached to otherwise good bills.
