The solution is really simple; have him pull the foreskin back when he showers, and rub the head with soap. If he does this each time he showers, it'll slowly come off, and he'll never get it again (and if he does, it will be dry ejaculate / semen / c-u-m). Ever since I started washing regularly like that, I have never gotten anything there. It only takes like 5 to 10 seconds to do when you shower and it feels very good.
In contrast to what another poster said, circumcision does have negative side effects. For example, one study found that it drastically reduces sensitivity (1), another found that it makes masturbation more difficult (2), but after all, that's how it was popularized in the USA to fight against masturbation (3), and another found higher erectile dysfunction rates (4).

Those are just a few of the reasons why circumcision has lost popularity. The USA is the last developed nation doing it without religious or health reasons, and even our rates have gone down from 90% back in the 60s and 70s to as low as 14% in some states now. You can read more on circumcision here:

Another thing that may be bringing down circumcision rates is that half of circumcised guys would have rather chosen themselves.

Sounds like you live in a circumcising society, that has made you hypersensitive to the issue. You are not "uncircumcised" (any more than your toes are unamputated), but whole, intact and natural. Since you ask, masturbating by pulling the skin forward may contribute to the issue. Try pulling the skin back (gently) instead. If your foreskin can retract freely, your daytime erections will help to rub the surface clean. Be careful with soap, make sure to use only mild ones if any. A certain amount of aroma is perfectly natural and does no harm. Don't let anyone harass you about it, and certainly don't consider getting circumcise about it. Rather move somewhere that most men are intact.

This tends to be an age related phenomena. Generally a proper shower every day should keep hygeine issues at bay. A thorough rinse of the foreskin with water is all that is required, soap may actually make smegma production worse. It also goes away with age, my suggestion is to simply wait and avoid getting soap down there.

Are you being a troll? You sound so rude describing it like that! I should be easy to get rid of, just wash. I've never seen a guy with this problem. And it's not poisonous or anything.

He has poor hygiene. He needs an adult to coach him. Wash himself as often as necessary. He obviously has no sense of self awareness.

Dont have sex with him, more than likely he has HPV virus that causes cervical cancer in women!
BioEssays. 2007 Oct 12;29(11):1147-1158
Why circumcision is a biomedical imperative for the 21(st) century.
School of Medical Sciences and Bosch Institute, Building F13, The
University of Sydney, Sydney, New South Wales 2006, Australia.
Circumcision of males represents a surgical "vaccine" against a wide
variety of infections, adverse medical conditions and potentially
fatal diseases over their lifetime, and also protects their sexual
partners. In experienced hands, this common, inexpensive procedure is
very safe, can be pain-free and can be performed at any age. The
benefits vastly outweigh risks. The enormous public health benefits
include protection from urinary tract infections, sexually transmitted
HIV, HPV, syphilis and chancroid, penile and prostate cancer,
phimosis, thrush, and inflammatory dermatoses. In women circumcision
of the male partner provides substantial protection from cervical
cancer and chlamydia. Circumcision has socio-sexual benefits and
reduces sexual problems with age. It has no adverse effect on penile
sensitivity, function, or sensation during sexual arousal. Most women
prefer the circumcised penis for appearance, hygiene and sex. Given
the convincing epidemiological evidence and biological support,
routine circumcision should be highly recommended by all health
professionals.
