yes its a shame, but its a waste
If your running in dual channel, just kick it down to 2gb otherwise that extra 1gb will slow ya down. You'll have better speeds at 2gb anyway. Most gammers are kepping that 2gb standard anyway

If your mobo has 4 slots for 1gb each then it should read the entire amount if you mobo can handle 1gb sticks. When booting go into the bios and see if it shows 4gb or on the boot when it is counting memory it should read 4096mb of memory if it does not then your memory is bad. It does not matter what OS is your bios and the boot screen should always read the correct amount of memory in the system. If it is only reading 3gb (3072mb) on the mobo bios and the boot then you have a bad stick in the mix. If they were high density and your board does not support them they would read 512mb each or 2gb total not the 3gb your are reading. Mobos dont accept 768mb each slot they run in 128/256/512/1gb/2gb per slot max depending on the maker of the mobo and how old it is. My board has 4 slots that can handle 2gb sticks each but I dont use 2gb sticks I use 4*1gb sticks of DDR PC8000 which is OC to 1250mhz with Dual CPUs (AMD FX62 ) OC to 4.13GHz each and it screams and I am running Windows XP Professional 32bit and it reads and uses all the 4gb just fine. ....Thanks

You must be running a 32-bit version of Windows. That is the typical reaction. It only uses 3GB of RAM and grabs the last GB for memory addresses and such to use within itself. Yes, basically it is wasted. Don't listen to anyone who says the stick is bad, they are wrong and should actually go learn something before posting.

141 GB isn't ordinary memory (that's purely ordinary as memory), it somewhat is an volume of cabinet area (or secondary memory). 141 GB is a waste of area in case you have a confusing force of skill like a hundred and sixty - 2 hundred GB. in spite of if, in case you have a bigger confusing force 141 GB does not count plenty.

For window XP unless your running the 64bit version it will not use it the way it uses the other 3GB. It will still use it for internal tables and pointers and such. I'd keep it in its no big deal.

You are definitely wasting if you had no specific reason to top it to begin with.
You have to have a reading via BIOS, if it read more you are not that wasteful; just grab Windows 2003 or XP Prof.
