Build it up.
Build up Classic Gun to Trumpet Gun, then Bell Trigger, then finally Star Breaker.

Invent it.
You need pictures of a Chimney, Fire House, and Phantom Memo-Eater.
To make you need 6 Gunpowder, 15 Scraps of Metal, and 6 Silver Balls.
