Village Hat Shop in Shoreline Village might have them. Give them a call or visit the store. They have tons of novelty hats!

On 2nd Street in Belmont Shore there is a costume shop called Costumes By Party Props. They should have the hat you're looking for. Call in advance to make sure they have them and if not, ask for a recommendation.
Disneyland has propeller hats.

my band teacher wore a one of those propeller hats on hat day. it actually made him even scarrier. u mean those lil caps with the rainbow stripes and the propellers on top, right.
