Well, that's a real tough one.
The most oppressive countries in the world are Burma, N. Korea, Iran, Saudi Arabia, Cuba, the Sudan, Zimbabwe,
Belarus, Equitoreal Guinea, China, etc.
Now, out of those, I'd have to say that the most oppressive nation in the world is the Sudan. I say that because of the Darfur genocide/killings of black Africans there and because of the Sudan's dictatorial president, Pres. Bashir. He is an extremely ruthless, evil, despotic leader.
So, again, I'd have to say, the Sudan has the most oppressive regime, in the world.

As for the retards who said America and Isreal, how the hell do you figure Isreal ? the ONLY DEMOCRACY in the middle east where Arabs have the vote IF THEY wish to take part in a peaceful process

Well, yours does not have a particularly good track record, Saudi Arabia comes to mind, Venezuela, Myanmar, Iran too, your buddy whats his name that dresses even worse than you do is scary, and if ever has nukes, we can kiss our behinds goodbye.
