This requires a great amount of creativity so start thinking. I can't give you a suggestion because i don't know all the specifics. Come up with something that will get them in trouble some how. that way they can't get back at you again. For example find out sometime when their parents know they're out, and egg your own house. then call the cops and say they did it. or, if they go or have parties, bust them and blame them on them. Be creative and give yourself an excuse to have some dirty fun. Firecrackers can be great fun too. Or something to their cars if they have them.

Take the dog along trick or treating w/ you, it should make a hit. That's better than your car or house, so lighten up and unless the dog got it in the eyes, it will grow out. Or you could go balistic, call the police, get them fingerprinted & juvie records so they will someday be in our prisons.

If they came onto your property to do it, and you have good evidence, then trespassing charges or be prepared to gather evidence in the future.
If your dog was out loose, why - confine your dog.
Taking action may involve you in law breaking or place yourself at risk of direct injury.

Lock them up in a dog cage and take them to the their parents and tell them you found some strays messing with your dog. And ask the parents to keep a leash on their animals.

First of all give your dog a bath,cause he must be feeling dirty and violated.
Give him time in the bath on his own to clean himself and cry a little.
