Actually, my computer does see it under hardware environment but doesn't assign a drive letter to it so that I can use it. What can I do ?

Check the drive configuration. Usually an external drive has to be set as master and not cable select.

first if you have windows xp and the external disk is a famous brand ,win regignize the drivers ,also you can go to the disks site to find any new drivers for your win edition .
if you have also problem with that go to the computer properties with a right clik /properties and /manage
maybe your external disk letter is the same with an other disk letter in your pc
