Sort of. Depending on your telephone provider, you may be able to get a message service for when you are on the 'phone.

For example, BT run a service called "Call Minder":

Call Minder
Can answer your calls and record messages on no reply or if the line is engaged. You can also record your own message, store up to 30 messages of which the maximum message length can be 5 minutes.

The dialup modem uses the voice line ,the same line you use when you are talking to the phone. Can two people dial a number the same time? The only thing you can do is to get callwave http://www.callwave.com/landing/mobileVisualVoicemail.asp
It is an answering machine on your computer so you know, who called and hear a message while you are online.

The newest standard does allow certain ISPs to inform you through your PC if somebody is trying to phone you. It is then up to you whether or not you disconnect from the internet and take the call of ignore it.

Other than that - no.
