Not generally. Look at the picture:

Lets say the diagonals of the top trapezoid bisect the base angles. If you stretch that trapezoid horizontally as shown, the diagonals no longer bisect the base angles.

2.) Do they bisect eachother? No, the diagonals of a rectangle bisect eachother. If you make the bottom base bigger than the top base the lower portion of the diagonal becomes bigger that the upper portion.
