You buy a bigger PSU. Underpowering can damage system hardware, not just your video card. You will not run at 100% efficiency on your card and other hardware and you will get random reboots. Eventually your PSU will fry. When they say MINIMUM 28amps that means 28 amps not 19.

At the moment there is NO single graphics card that draws 28 amps. 9 to 15 amps would be more typical for the monster cards.
The 28 amps draw on the +12V rail is usually total PC draw from that rail.
If you have a graphics card card with high power draw and PSU can only provide 19 amps max, this usually happens:
1. No display at all during boot. Usually happens if processor is also high wattage (125-130 watts dual cores).
2. OR PC boots normally BUT when you open a 3D application such as a game, display goes black or PC shuts down. On 2D mode, power consumption of card is low. Once 3D mode is engaged, power draw shoots up and overloads the power supply. Either the card or the power supply shuts down first. These are safety features to prevent damage to card, power supply and PC.
It is OK to get an over rated power supply. It should run cooler all day long.

Buy a new PSU there are 500-600watts out there at pretty good prices. Better to have more power than minimum
