Only Congress can declare war. I know the dictator itchy trigger finger cowboy wants another war more than anything else but I doubt he is going to sell this one. The one in Iraq isn't over yet. We still have living people and a treasury. How can he possibly start another? Maybe the treasury isn't emptying fast enough for him right into the coffers of Halliberton et. al.

Definitely not. For one thing, he didn't declare war on Iraq or anyone else. For another, he doesn't have the power to declare war - that's Congress's job, and we all now how Congress has felt about doing that job over the last 60 years.
The pattern, starting with Korea, has been for Congress to shirk the responsibility for declaring war, instead granting the President some authority to go out and fight an undeclared war. That way, when the war turns unpopular, our representatives can just change thier tune and blame the whole thing on the president, keeping thier precious seats and seniority comparatively safe.
The politics of cowardice.

I sure hope not. We are already losing enough in Iraq to protect the oil like we have been. Why invade another third-world country for oil?

You do realize that with the return of Ayatollah Khomeini and the taking of hostages and our embassy in 1979, that Iran has declared war on us a very long time ago, right?
