so my friend keeps calling this chicks house and they don't like him but their daughter likes him and they said they will call the cops if he keeps calling the house wat can they do?

she is 17 , 18 almost in april and he is 15 ,16 on october 31

If the girl is a minor and the parents pay the phone bill, and have told him to stop calling they can file harrassment charges against him.
Though I doubt that many would bother to go that far.

He can be in a lot of legal trouble. He could have charges filed against him for domestic violence, harassment, etc.. He could be charged with stalking. He could have a restraining order taken out against him. He could be facing statutory rape depending on the age differences and if he ever had sexual contact with a girl who is a minor.
It doesn't matter if the daughter likes him or not. If she is a minor and he attempts to take her anywhere, he could be charged with kidnapping.
He needs to leave the girl alone and wait until she is 18 or find some other girl who is allowed to date and take phone calls.
If he is a budding "stalker", then you need to encourage him to get into therapy so he can overcome this urge to stalk before it turns into a crime later on in life.

it's called harassment and is not only a violation of state law it is also a federal crime.
