1. i can only watch anime that are for ages 7-13
2. someone at amazon.com lied about the age limit of an anime called magic play saying it was safe for ages 12+,the actual age limit was 15+

ANN says it is appropriate for "older children," and MAL gives it a pg-13 rating. I'd say it would be safe for you to watch, but then again Japanese humor often includes sexual humor in almost all age groups. It may be something that you aren't permitted to watch then, if even slight ecchi isn't permitted for you.
