There are potentially many answers. But one possibility is that the terms are alternating between double and triple the prior value.
1 tripled --> 3
3 doubled --> 6
6 tripled --> 18
18 doubled --> 36
36 tripled --> 108
108 doubled --> 216
216 tripled --> 648

Another way to say it, a(1) = 1, a(2) = 3, a(n+2) = 6a(n)

Or:
a(n)= (3-(-1)^n)*6^floor(n/2) / 4
