The following composers have composed at least 9 symphonies - whose do you mean?
Beethoven
Haydn
Mozart
Mahler
Bruckner
Shostakovich
...and probably a bunch more.

Add Dvorak to the list of composers with very significant 9th symphonies. I'm fairly certain you mean Beethoven, but it is common for people (especially people just learning about classical music) not to realize that a title like "# symphony" is generic and could apply to a vast number of pieces and composers.

As Malcolm has suggested, there are probably 100s of 9th symphonies by as many composers. However, I suppose you mean the 9th symphony by Ludwig van Beethoven, who was born in Bonn, Germany of Dutch ancestry (hence the 'van' rather than 'von') on 16 December 1770. He died on 26 March 1827 in Vienna.

I'm assuming you mean Beethoven because lots of people like to make a fuss about his 9th symphony, and also write corny lyrics to it for people to sing in church.
he was born in 1770.

But everyone else is right... there are lots of ninth symphonies. lots.

Ludwig von Beethoven and you can google just about anything you want to know about him. He was quite the trendsetter.
