Just what is the problem? Door crooked in the opening? cable starting to break?? We need more specifics so we can offer advise,,, Do you have extension springs running down the side of the door when it is in the air? or do you have a torsion spring that is on a shaft above the door on the wall? When adusting extension springs, the door needs to be in the air, and you need a bit of tension on them when adjusting the cables,,, As for the torsion springs, you need the proper tools when adjusting them, if not you can get hurt very quick and not know what happened, The torsion springs are the better of the springs to have, a better running door in the long run, just have to keep the spring lubed up with a penetrating oil.

No, do not adjust the wire cable unless the springs are completely unwound. If you start playing with those cables without unwinding the springs, you will be in for a rude awakening!!!
Besides, you're not adjusting the cable. You're adjusting the drums, and you can't do that until the springs are not wound.
Do not take the bottom section brackets, that the cables are attached to, off until the springs are unwound.
