Yes. Unless you have permission of the owner of the picture you may not use it especially commercially. Additionally, many of these sites have content posted on them that is already a copyright violation.

As an example, someone copies a picture from a magazine and posts it on Flickr (or any other web site). They have violated the copyright owned by the magazine.

You come along and copy the picture from the web and use it in your brochure Now you have violated the copyright owned by the magazine.

contact the photo owner and negotiate for the use of the photo. It might be less then you think, especially if they are not savvy.

If you do not own the rights to them, yes. Just because something is on the net, does not mean you can use it.
