Ummmm...You need a producer my friend.
Don't pitch to a network executive, they have other things to contend with. You need a Production Bible. A Producer will
procure the necessary people to create the Storyboards, budget, director/ producer statements, model sheets and draft scripts to spec.

Go to: awn.com

Search through Production animation studio's in your location. Good luck.

What is the theme of your show. Is it a comedy? Drama? Animated Series? Write to a network you think will be really interested, asking to solicit an appointment. If they approve, make whatever arrangements/plans you can to get there, so you can probably pitch to the networks. It would also help to have a speech on hand.

i'm sure different stations have different methods but i imagine that for the most part you have to get in contact with some type of network executive and pitch your show to them and if they like it then they'll move forward with the process but be sure you have more than one story idea cuz if all you have is one episode worth of ideas then they will probably laugh in your face.
