they do not apply it
based on their obligations...
maybe some but mostly they don't!

The Government believes it. Why create such a motto if it does not? However, believing and applying said motto in all its entirety is vastly different: from the standpoint of the government and its officials. Government is sincere in implementing the motto but some officials are not so keen, it runs counter to their personal interests. For God, maybe. For the people, the nature and the country...a big question mark.

Yes, the Filipino Government, as an entity, believes in its motto. Sadly, some people in the government do not practice it. Big difference, right, Papa Chuck?
