at first it would be chaos; people reined in too long would let loose.
but gradually (assuming no authoritarian backlash) people would settle down into a relatively peaceful libertarian anarchy.

chaos! thats all. eventually we would all die. because as mankind we would be our own worst enemies. where there is no check and balance system there will be chaos.
