He can call whom ever the papers were sent to and let them know they he did not sign them nor did he give her authority to sign his name to them. That is against the law to forge anyone's name. I personally would call the authorities and press forgery charges on her.

He needs to file a complaint with the Customs and Immigration Department claiming forgery on government documents. Filing the same complaint in the city where she did it is also a good idea.

Since he was outside the country at the time, he should not have a hard time proving it was forgery.

He may also want to get a lawyer so they can slap a court order on her not to take the kid out of the country, perhaps ordering that his passport be seized. (Kids have to have passports now.) That will prevent her from disappearing with the kid to another nation. Once child custody goes international, it is an expensive and long drawn out mess.

All he has to do is prove it is not his signature, and she can be in big trouble. That is really against the law. Can he prove he was not here when the papers where signed?

To get a passport, both parents have to be present. How did she do this?

But yes, if she did, she's in big trouble.
