She's just randomly decided she wants to teach musical instruments to people, primarily children i surpose, but surely it's not as easy as that? Aren't there legal matters which need to be takne into account such as declaring herself as a business and have safety checks to work with kids etc? (In uk law)

That's only the formal part. She can actually do the work and set it up later.

In the U.S., she would just need a license from her county or city. If it's just her, and no employees, she would be fine after that. oh and if its out of her home, she would make sure she doesnt violate zoning by putting up signs or having many cars around. this is basic so you can check and see if there are similar restrictions in your area.

It's not that difficult really. Especially as she wouldn't need a storefront to do the business out of.
