I have to mix up some oil/gas for my nephews 50cc four wheeler. The guy I bought it from said 28:1 ratio. I would call this guy back but I lost his number. The question is what kind of 2 stroke oil should I use? What is a good way to get the 28:1 ratio?

Must be one of the cheap Chinese 4 wheeler!

28:1 is stated for a reason! The tolerences on these 4 wheelers are sloppy, and I would stick with the recommended ratios.

You NEED to use synthetic 2 stroke oil with this one! I have experience with these chinese motors, and they last a lot longer with synthetic oil.

After it is well broken in, you can go to about 32:1, and it will be ok, just watch the smoke. if it smokes a little bit, it will be alright.

I use AMS Oil They make an excellent Two stroke synthetic oil. As for mixing, Get a Ratio Rite beaker. It's basically like a measuring cup in your kitchen, except it shows you how much to add for whatever ratio for 1-4 gallons.

28:1 might be a little to much oil and could foul the spark plug on a little machine like a 50cc
Mix it at 32:1
That's 32 parts gas and one part oil
One quart of liquid is 32 ounces
So for every quart (32 ounces) 32:1 one ounce of oil
4 quarts in a gallon - 4 ounces of oil for every gallon of gas.
Or use a "ratio rite" cup.
Every ratio and measurement imaginable is written on the cup.
Every person in the world that has a 2 stroke, that needs to mix the oil with the gas has one.

Use any brand name 2 stroke oil made for motorcycles (available at bike shops and on-line catalogs).
Do not use junk from Walmart, gas stations, or hardware stores.
Golden Spectro, Maxima, Bel Ray, Yama-Lube, etc.
If it's sold at a bike shop, or motorcycle catalog, it will be adequate.

no it does not matter the bottle should have a scale on the side, also the petrol cap might have a cup on the underside ,

you have to actually mix it up? that's gotta suck, usually there are two tanks and the engine mixes it, well that's the way it's been with any 2-stroke thing I've had...
