at what point in pennsylvania does leaving your chld with your parents become abandonement?

my ex left my kid with her parents and moved away she still sees him once in a while but i really dont have the money to go to court to get my kid when or even can i do something about it

If you can't find the money to go to court then the point is mute. Since the child is with an adult you do not have a case of criminal abandonment.
