Well, I do not like to disagree with anything said by the great Rory Emerald, but I have to disagree with this one. While I think that George W. Bush is a lot smarter than he is often given credit for being, I think that Thomas Jefferson was the smartest of all of the Presidents!

Remember when George Bush mentioned social security in his state of the union a few years ago. He aqskedfor bipartisan study of the issue and bipartisan ideas. He mentioned partical privatization, but only as an idea.?
Instead of offering to help, everybody was running around :"Bush wants to steal your social security!"
Now, with 60 million baby boomers retiring and big problems on the horizon, suddenly Bush looks like a man of vision.
Time will tell.
