just in pastic bad not in seagate box or anyting is this becuse of OEM one or is this 2nd hand HDD

OEM disks are sold in quantityto resellers. Thecome to the resellers in boxes of 10, 20, 30 etc. The boxes that the resellers get are fully cushioned, but when they sell the drive, it is in just the anti-static bag. They should come with the mfgr's OEM warranty (which is usually different from the retail warranty.)

OEM just means that it is not a retail kit with screws, install instructions, drive cable,. and data transfer utility.

It sounds like a used drive to me.

If it was brand new it would have been in an anti-static bag, sealed, and in a box!
