Gotta define your terms here, and you'll need to give us more information. When you bought the bike, did you get a title? (Hope so)
Registration is official permission for that vehicle (your bike) to ride on the roads. In order to get that, you need to show that you have a valid interest in it. (Leased vehicles don't belong to you, but you have a valid interest in it)
Assuming the vehicle is titled and you have the right title (the one that matches the bikes VIN) the DMV will want to know that the vehicle hasn't been on the roads without registration. Usually this means a parking ticket. If your bike was registered in 2005, got a ticket in 2006, *someone* will have to pay that ticket before you get registration for 2007. Procedures vary by jurisdiction, so I'm not sure what to tell you.
Good luck. DMV trips are frequently frustrating

If you have a motor vehicle, at least in the United States, you need to show proof of ownership via a registration slip and/or title (the type of document required depends on the locality, age of the vehicle, etc).
You did not say where you live or how you obtained your bike, which could make a big difference in the responses you get, but, generally speaking, view the link, below, to contact your local Department of Motor Vehicles (DMV), but don't ask them for help in spelling "registration" correctly! ;)
