It has always struck me as a weak statement.
When I was growing up in the 1960s and 1970s, parents were truly authority figures. My folks were very loving, but they were nonetheless in charge -- my mother ruled with a benevolent iron fist [and no, I don't mean she hit us], so when she made a decision there was no whining or pleading. Her decision was final. If I ever did try to then get her to change her mind, she would say, "No, I've told you my decision." On the few occasions that I persisted, she would either ignore me or tell me to go play -- but she would not recant her decision.
Parents are far too manipulated today. They want to be their child's friend so that the child will like them. Ridiculous! They don't realize that it's in the child's best interest to make the child respect you, not like you. What anyone "likes" in life changes, so when the child becomes a teenager and no longer "likes" the parents, the parents have no recourse.
You can be friends with your child when they reach adulthood. Until then, they need authority figures and the implementation of discipline [I mean routines and rules, not corporal punishment].

If coming from a parent to a child it's the last word on the subject that authoritatively counts for something.
However; as a parent, I never use that phrase to end an argument nor to make my point. I prefer to explain decisions to my children as to why things are to be a certain way.
Blurting out, "because I said so" is merely a cop out for when the parent doesn't even themselves know why a certain rule is being enforced. Peace.

I think if it is a personal issue applying only to the speaker. Some things we have a right to have the final word on.

With my parents, yes...the next thing that happened, if I used another word, wasn't a word. Strangely enough, I have grown up to be a working, useful citizen, even if my parents DID spank me.

Most of the time, yea, because the person who said that is too stupid to finish the arguement or scared to accept that they are wrong.

"Because I said so" is one of the most annoying things parents say. I have tried really hard to never say that to my daughter. I believe I have succeeded but you would have to ask her. It is something people say when they have either run out of answers or run out of patience!

Used to be with my dad until I got older and started saying, "Until you give me a valid reason, I'm going out anyway!"
