The family court has decided, based on a preponderance of evidence, that it's in the childs best interest that the parent's rights are terminated. Those rights would include say in educational decisions, health decisions, really any decisions that are normally delegated to the parent. Sometimes, it means that the parent does not get to see the child again, or that efforts will be made to put the child into adoption, a guardianship, or a long-term foster home placement.

Termination of parental rights is when the court legally takes away any rights and privileges a parent has regarding the children.

Here is a good reference on the subject that includes information about California law: http://www.childwelfare.gov/systemwide/laws_policies/statutes/groundterminall.pdf
