This is just a estimated guess but would say
tire $80
rim $100 for aluminum $60 for steel
Tie rods $40 a piece
Labor will probably run around $150 or so.
So I would say around $300 to $400

We need to know the car brand, year and model. Tie rod ends cost me around $30.00 each. A new tire rim if it's steel costs $75.00. If it's a factory aluminum, they run $200.00 and up, - way up! The labor rate at a factory dealership is around $80.00 per hour. It'll take one hr. to slap on a pair of tie rod ends.
Now the plot thickens. When tie rods are replaced the toe, caster and camber SHOULD be checked on an alignment machine. Not many places check toe only. A complete alignment costs $80.00.
The toe adjustment is to make sure both front wheels are point ahead in a perfectly parallel position. Nowadays toe is set in degrees instead of inches.
From your description, it sounds as if you hit something. I'd certainly have your car four wheel aligned so you won't grub and scuff off your tires.

They will probably charge over $500, Depends on tire and rim. Basic rim black like a cop car should be no more than 60 tire avarge like no name brand should be no more than 60 and ineer outter tie rods depending should be around 250 + labor, Dont forget mount and ballence for the tire

a 14" tire? my tires are 31s on my Tahoe and 35s on my Jeep :) do it yourself, save $$$....
