In the state of Texas. I read somewhere it stated about a decade ago that it was required nationwide. Im not to sure though. Needed clarification.

I have not heard of this. When Social Security first started, this number was supposed to only be used for that. Now, everyone wants it for any transaction. Even the military started using it for a Service Number.
