First, it causes these people to give up something they have worked for. Their money. This may help to keep them from breaking the law in the future. Second, the fines can be used to pay for the law enforcement officials. If people didn't break the law, we wouldn't need law enforcement officials and we could have lower taxes.

The advantage only goes to the city of course. Thats why cops invented the speed traps. They set up in an area where there is a high chance that a person might accidentally commit a violation. For instance areas where bushes cover a no-u-turn sign, or where a brand new no-u-turn sign has been installed. It happened to me twice. Meanwhile serious criminals run free, yet they spend vital resources hunting down people who don't pay child support. Sadly, its all about the money, and our public services have become corrupt businesses.

Any town cop will tell you (if he's being honest) that it is a way for civil entities to raise revenue.
It isn't to discourage the behavior. Many towns and cities would have to completely redo their budgets if people didn't commit traffic violations.
Moreover, we have technology to make it extremely difficult to speed and actually decrease the labor required to enforce it, but don't because the point is not to stop people from speeding.
In the trade-off between enforcement and no enforcement, we are the optimum for REVENUE generation, not for discouraging the fined activity.

Fines are a form of punishment . Nobody likes to have to give up money , and get nothing for it . So the fear of getting caught , and having to pay, keeps many from breaking the law .

It discourages them from doing it again if heavy enough and enforced. Gaol is a possibility if the fine is not paid. it saves the expense of an imprisonment, It gives the state some revenue

Hitting people who don't follow rules....directly in their pockets. Sometimes punishment doesn't help....but taking their money does.
Extra revenue for the city/county/state. I'd rather they collect it from offenders than from me. I'm a good girl.
