Seeking advice in starting a tissue paper "manufacturing and/or packaging" company.?

I'm interested in starting the business as mention here in Brunei. I've did some searches and find that manufacturing the tissue paper from ground up is an extensive work or is it?

Could someone with the experience in the field brief me on step by step how to make it work and most importantly the equipment / machinery needed.

The tissue papers that we'll like to manufacture are in 2 forms which is pocket tissues (sample: http://img85.imageshack.us/my.php?image=rpmo4.gif)

Each packet needs to have 8 sheets x 2 ply.

Would it be easier if we purchase ready made tissue jumbo rolls and do the packaging ourselves? What type of machinery do we need for this?

All we need is to have each tissue packs exterior covered with our brand name. So we'll also need a sort of printing device so we can have our art work printed on the surface of the packet tissue.

Manufacturing paper from scratch is a very expensive process. The equipment is expensive. An easier way to start would be to buy bulk paper and package it.
