Outside yes, inside no. I like leaving wet footprints on dry tiles under an awning on a rainy day, or even in the snow, it's fun to wonder what people will think since it's very rare to see anyone barefoot here and even more so when it's not warm and sunny.
But I think it's rude to leave (dirty) footprints indoors; I'll always take care to wipe my feet as well as I can. Occasionally when I had dried-up dirt on my feet that didn't come off on the door mat and I then come across a patch of newly-mopped floor, then the moisture will make it come off and I'll leave footprints in spite of wiping my feet. I hate that and feel bad... but that's not just a barefoot thing. It'd happen sometimes when I still wore footwear too, esp. if I'd been in the barn, hiking or gardening, some shoes and boots would pick up the kind of dirt that doesn't wipe off but does come off on wet floors, too.

Yes, especially wet prints around the pool or powder prints in the bathroom are my favorites.
