That does sound like its the landlord's responsibility... although I think that is quite unusual.

Yes it appears that any additional fees with respect to the water service will be paid by the landlord. The thing now is to look at the rest of the agreement and find out the rest of the story. With this statement alone you can't assume that the landlord is liable for your water bill.. only "additional" The statements before this one are required to interpret what additional means.

Make a copy of the agreement, circled that section and give it to the landlord with the bill for water that they presented you.
It says the landlord is responsible. Maybe they don;t know what the agreement says or they are hoping you don;t and you will pay the bill.

It's highly unusual for Landlords to pay water rates and other rates specifically but the section states that "additional rent?" will be bourne by the landlord.
He'll undoubtedly contest it and probably be left with a sour taste in his mouth if you persue it, which will be difficult when he has to renew your agreement.
The gain you make in respect of this would not cover the cost of finding a deposit, moving costs and extra rent if he decided to terminate your agreement.
Think about it before you act..

I think the word additional is key. This may mean if the rates go up the landlord will pay the difference. Whose name is the water bill in That's pretty much a key as to who pays it.

That clause means if it's a charge based upon the value of the property, it's the landlord's responsibility. If you've got a water meter and the charge is based on what you've used, it's your responsibility.
