It doesn't dry, it "cures" that's why concrete can be poured into underwater forms and poured on rainy days.
It will begin to cure as soon as it is "still" which is why you always see cement trucks "turning".
If you mix a wheelbarrow of concrete and leave it to set, your wheelbarrow will be in big trouble within 15-30 minutes and pretty well destroyed within an hour. :)

Concrete doesn't dry. It hydrates! Full set is usually roughly 30 days depending on weather. If it's extremely dry where you are its a good idea to flood it periodically during the month to prevent cracking. Best to you! ;-)=

how thick is the concrete? if we are talking about a normal size slab or footing then I will say 12 hours to dry, and few days (up to 28 days) to reach maximum strength...good luck

Humidity has a lot to do with it. You might even have to mist it to slow down the curing process. These links go into a bit more detail.
