No, he is not obligated to re-imburse you, unless you have a prior authorization for you to go ahead and do it and he agreed to reimburse you.

Instead, he can (technically) sue you for damages if you did it without his authorization and somehow, the carpet was damaged.

It depends on when the carpet was clean and how's the condition of it. Usually the landlord will not ask you to pay again if you produce a receipt and handover the house in a clean and satisfactory condition. Unless if dirt or stain is obvious then the landlord has the right to either ask you clean again or deduct from your security deposit.

If the job that was done is poor quality, then yes. Also if your lease states that the landlord will do the cleaning, then you have wasted your money since they will still clean the carpet and charge for it. Read your lease. Whenever you rent, it is best to ask first so you don't run into just this type of issue.

You'll need to read your lease agreement. It may also have to do with the quality of the job.

Our lease agreements allow the tenant to have the carpets cleaned themselves if the produce a receipt showing that they were cleaned at the time of the move out. It also is subject to the job being done properly and all stains, traffic patterns, etc being removed.
